grab the jacket. it's going to be drizzly. >> exactly. drizzly out there. you might need to turn on your windshield wipers this morning, temperatures cool. only going to make it to 60 in san francisco. 63 as a high in oakland toda, 72 in san jose and concord. we'll have the forecast coming up but first gianna has traffic. >> we have an accident this morning southbound highway 1 in pacifica near devil's slide. a couple cars tangled up. tow crews are called out. no word on injuries. you might see lanes blocked through there. heads up. other than that quiet around the bay area. we are dealing with road construction. i'll have details on that coming up. but right now back to you guys. >> thanks. the one known victim from the fishing boat that sank 10 days ago will be laid to rest today. our anser hassan is in san francisco, where we understand services are planned for later this morning. good morning. reporter: good morning. we're live in front of glad tidings church here in san francisco where the funeral service will be held for this

man, mr. leslie yee. mr. ye is the one confirmed fatality in the deadly fishing accident off baja. he served in the army until 1971 and then spent 37 years at the "chronicle" as a manager of transportation. mr. yee's body was found shortly after the accident. but seven men all from northern california are still missing. the 115-foot boat the eric sank minutes after a violent thunderstorm capsized their boat. all 26 passengers and crew were tossed into the sea of cortez. the u.s. coast guard called off its search on tuesday nine days after the accident. the mexican authorities usually call off the search and rescue mission four days after any incident. that, however, has family members upset. they say they want closure to this accident saying the only way to do so is to bring home their family members.

>> the couple fooled park patrons to think that nancy was taping philly singing rather than the girls behind him. she also taped a parole visit behind him. >> i don't understand. i'm doing everything i'm supposed to. >> i know it. >> the parole agent left as jaycee dugard was captive in the backyard. last month he was sentenced to life behind bars. his wife was sentenced to 36 years to life. jaycie's memoir went on sale yesterday and tops the best- seller list on amazon.com. in concord a daytime curfew tore kids who should be in school. the concord city council has unanimously approved it. students found walk the streets between 8:30 a.m. and 2:30 on school days could be cited and their parents fined. beginning with $100 for the first offense, that new law is in response to a recent spike in break-ins and a failure of current policies to curb truancy. >> it was bad. kids would leave whenever they wanted to. >> last year was a lot of students, they put up fences around the school so there was a lot of students hopping.

>> some critics say the new law could unfairly target the poor and even open the door to racial profiling. it will take effect next month. a victory for former 49ers quarterback joe montana in the santa clara city council chambers. councilmembers last night agreed to give his investment group an exclusive negotiating agreement for some city-owned property near the proposed 49ers stadium. montana and his colleagues want to build a hotel, restaurant and sports bar in the entertainment complex. thinking about walking around yesterday and you couldn't see the golden gate bridge, couldn't see alcatraz. the fog is just really rolling? >> apparently we are getting word of 15 minutes or less delays at sfo so no big delays yet. let's check in with more on the weather forecast. here's kristy seifkin. >> good morning. a little bit gray out there this morning. we are seeing a lot of what we saw yesterday in terms of low

clouds and some drizzle at the coast. satellite showing that pretty much the coastline, bay and inland spots are all blanketed in fog right now although we will see a little bit of sunshine later on inland. temperatures right now pretty mild and pretty similar. 59 in oakland and fremont, 58 livermore, 59 redwood city, 57 napa. highs for today keeping them well below average, 10 to 15 degrees below where we should be. 73 as a high in fairfield, 56 for pacifica, 73 in santa rosa. extended forecast showing the cool trends over the next several days and then a gradual warmup on the weekend, sunshine there, as well. next week, those temperatures will be closer to where we should be, mid to high 80s inland. we have roadwork to contend with near the bay bridge. first, here's live look at the bay bridge toll plaza.

so far, so good, no major snags. the roadwork you will find as you work your way towards the lower deck, 4th street to the bay bridge. that's there until 6:00, various lanes blocke closed in the area. 880 no problem. southbound clear into hayward. in the east bay construction on the western tube shut down until 6:00 this morning. so use a bridge as an alternate to get through there. elsewhere through san francisco, so far, so good along the central freeway, no delays but fog along the peninsula might affect your drive on highway 1 at 280 and parts of 101. that's a look at traffic. back to you. >> thank you. time now 5:06. security concerns at the nation's airports. why one congressman is calling the tsa a real mess. plus, pg&e says san bruno residents share the blame for that fiery pipeline explosion. we'll tell you what some victims had to say about that. and, the u.s. women are

now, officers say the operation appears to be extensive and the victims could be from anywhere. >> they did appear to be organized. and the investigation will continue into where the cards came from and others who might involved. >> the two men are held without bail and put on an immigration hold. police believe that they are both from armenia. in an attempt to save cash and balance public safety needs, the city of pittsburg reached' deal with its police department. this comes after officers research a shooting along the deappears sa trail. it cuts healthcare and pension contributions and officers agreed to a wage freeze. the city council will take it up next week. and it looks like lieutenant governor gavin if you some is on the

planned in san francisco this morning for 63-year-old leslie yee. he is the only man known to have died in the fishing boat accident in mexico just 10 days ago. a fundraiser will help cover legal costs for two uc-berkeley alumni detained in iran for two years. this evening's event for shane bauer and josh fattal will be at a photo gallery in san francisco. pg&e wants to be clear, it's not blank victims for the pipe -- not blaming victim for the pipeline explosion. it comes after legal documents showed the company would assign the blame to residents themselves. you'll probably see cloud cover outside this morning. another cool one around the bay area. clouds stretching as far as the inland locations and foggy at the shore and at the coastline. by the afternoon sunshine inland, temperatures mid-70s, bay shores not as warm only hitting the low 60s there. and the coast continuing to see

some drizzle into the afternoon and breezy. so definitely take a jacket heading out to the coast today. satellite showing us that cloud cover that is stretching far inland as far as the sacramento valley so we are seeing cloud cover along the bay shores, along the coastline and in those inland locations. everybody is blanketed in it this morning. part of the reason is this low hanging tight actually passing us right now and that's bringing cool conditions and breezy conditions. highs well below average today like we saw for yesterday. union city topping out at 66 today, also 66 in fremont. los altos topping out at 69. san mateo will make it to 66 degrees today. over in the east bay, antioch will hit 75, 69 in danville, 64 for san leandro. 63 in oakland and 60 in richmond. up into the north bay not much warmer here. 73 in napa and fairfield. 63 the high in mill valley. definitely cool at stinson beach, 55 degrees certainly breezy out there too. the city will make it to a high of 60 today. the question everybody is asking is when is this warm weather going to be back in the

picture? you will have to wait a few days as you can see on the extended forecast but by this weekend we see some 80s finally popping up inland. creeping up even a few more degrees in temperature by monday and tuesday for the start of your next workweek. we are going to be in the mid to high 80s in our inland locations. that's a look at the forecast. to gianna now with a look at traffic. >> we still have an accident brewing in pacifica. the good news though, it is noninjury but it is blocking lanes. highway 1 southbound right at devil's slide. they have tow crews on scene. so it's going to take a few minutes to clear it so heads up through there. again highway 1 near devil's slide is a two-lane highway so hard to get in and out. along 1 towards 280 foggy this morning. some limited visibility. parts of 280 are affected. we saw on the sensors 24 miles an hour near san bruno. the rest of the peninsula problem-free. we have some early-morning roadwork near marsh that's now been cleared. everything looking good along 101. if you are taking 92, over

towards hayward, so far, so good no delays on the san mateo bridge. in fact, right now about a 13 minute to 14-minute drive between 101 to 880. we have roadwork in the north bay. northbound 101 between san pedro and highway 37 road construction various lanes, should be wrapped up by 6:00. lots of green on the sensors so no problem this morning. heading south of there to the golden gate bridge, here's live look and so far traffic very light this wednesday morning. again about 8 minutes south 101 from 37 to 580. 880 in the south bay problem- free no delays near milpitas. this is 237 connector to 880. if you are going 280 to downtown san jose a few cars on the road so no major snags there. remember kcbs, our radio partners, at 740-am and 106.9- fm. back to you. >> thank you. airport security is the subject of a hearing before a house subcommittee today. the department of homeland security says there have been more than 25,000 security

breaches at u.s. airports since november 2001. the congressman who called the hearing says the number is stunningly high but a tsa spokesman says it's a tiny fraction of 1% of the billions of travelers who have been screened. there is a new idea on the table when it comes to the nation's debt crisis. let president obama raise the debt ceiling on his own. as they prep for another round of white house the senate's top republican presented a new proposal in case both sides cannot reach a deal. the proposal allows president obama to raise the so-called debt ceiling without a congressional vote and only under certain conditions. and time is running out. congress has 20 days to figure out how to raise the country's credit limit. republicans reject any deal that includes higher taxes. democrats reject anything that includes budget cuts. the u.s. has payments due august 2 and checks to send out august 3. the president spoke

with cbs evening news anchor scott pelley in an exclusive interview. >> can you tell the folks at home that no matter what happens, the social security checks are going to go out on august 3rd? >> i cannot guarantee that those checks go out on august 3rd if we haven't resolved this issue because there may simply not be the money in the coffers to do it. >> the president also added that he will not approve any short-term solutions. it is now 5:20. and california has a new member of congress. >> that's right. democrat janice hahn won a special election in the los angeles area last night to serve out the remaining term of representative jane harmon who left the house to join a think tank. and she actually beat republican craig huey by a 10- point margin in the 36th district. hahn is a former l.a. city council member who lost a bid for the lieutenant governor's job last year. all right. 5:20. and milk does the body good but how does it work on pms? the new milk ads that are

continuing cool in the bay area, breezy at the coast. a little bit of sunshine inland later on today. on to the job front. hiring is not likely to pick up this summer. the labor department says that employers advertise three million job openings in may, that's the same amount as in april. companies can take anywhere from one to three months to fill a position. there is heavy competition for of opening. five people were competing for each available job. netflix is raising prices and a lot of subscribers are unhappy. gone is the $10 a month plan which lets customers rent a movie at a time and stream unlimited movies over the internet. customers will have to pay 60% more, about $16 a month, for the new plan. the next generation iphone could be coming to sprint and t-

mobile. a growing number of tech analysts believes that the iphone 5 will eventually be available on all four national phone carriers. that would happen apple reach more customers as it faces increased competition from google's android phone. just a matter of when you get the iphone 5. might take a while. you not old slogan, milk does the body good. the dairy industry says it does pms good as well. >> right. the california milk processor body launched a campaign based on studies that show calcium in dairy milk helps reduce pms symptoms. the theme of the campaign, everything i do is wrong, based on the idea that men, well, they just don't know how to handle women who are approaching their periods. experts say pms is nothing to joke about. >> women can experience headaches, migraines, cramps, in some cases women have tried to kill themselves or others. >> some experts point out pms is a hormonal imbalance. and they say milk cannot help

also a vehicle blocking lanes. i'm getting first reports of an accident on the eastshore freeway. details on all this coming right up. plus roadwork, but right now, back to you guys. >> thank you. funeral services are being held today for a man who died on a fishing trip to mexico. anser hassan is in san francisco, where leslie yee will be remembered. >> reporter: good morning. it has been a very long week for all the family members of those men who were aboard that fatal fishing accident off the coast of mexico. but for the yee family today finally there is some closure. leslie yee is the one confirmed fatality from last week's fatal bottling accident. his body was returned to the u.s. on friday. he will be laid to rest later this morning. mr. yee is a san francisco native, growing up and going to high school here in the city. he served in the u.s. military until 1971, and then spent 37 years at the "chronicle." his family says he was very active in the community,

volunteering for various programs involving asian- american youth. mr. yee was on board the erik, the 150-foot boat that capsized in the violent thunderstorm off the coast of mexico last sunday. all 27 passengers and crew were thrown into the sea of cortez. seven men are still missing, but the mexican authorities and u.s. coast guard have called off their search. that has family members of the missing men upset that the search has been called off and that the u.s. department of defense rejected a request from mexican officials for assistance. >> the capabilities necessary to perform this sort of dive were very limited, and that the capabilities were not available not available for the dive so therefore they are rejecting it. >> reporter: family will continue to push the u.s. government to do more. meanwhile, this fishing trip has been on for the past 25 years. a lot of these guys have been friends for a long time and as we understand, those of them

who have returned and survived will all be in attendance at mr. yee's funeral here in san francisco at 11 a.m. this morning. >> should be a very emotional day. anser hassan in san francisco, thank you. a bay area tourist is dead while vacationing in hawaii. a wave knocked over a man from sunnyvale and pulled him right into the ocean. authorities say paul tamai was standing on a seaside cliff in puna when a wave crashed on him. paramedics performed cpr but the man later died at the hospital. rescuers are called off the search for 44-year-old david potts, feared dead after disappearing in a blow hole. now, firefighters say a wave knocked him into the hole on saturday. potts was visiting maui with his wife and child. and pg&e is clarifying its message. it says it is not blaming any victims for the pipeline explosion. the company had filed legal papers yesterday clarifying its

position and the move comes after a newspaper article said that pg&e documents showed the company would have assigned some of the blame to the residents themselves. pg&e also said victims who receive cash grants will not be asked to repay that money. time now 5:34. we have had some depressing weather forecasts lately. >> all week long. >> rainy, foggy, kind of miserable. >> let's go over to kristy. >> i must be the most hated person out there to continue to deliver this forecast. sorry, but i have good news on the way. right now though plenty of cloud cover outside, not just along the coast and the bay shores but also inland as far as the sacramento valley so that's keeping temperatures similar neighborhood by neighborhood outside right now. in the 50s for the most part, 57 in san rafael and in napa. 58 for concord and livermore. 59 fremont, 60 san jose. we will warm up some by this afternoon, pretty similar to yesterday, 73 for napa and fairfield, 63 for oakland, cooler in pacifica at 56.

and san rafael topping out at 68 today. a full look at your extended forecast is coming up but first over to gianna with a look at traffic. >> and we have reports of an injury accident east 80 so it's the noncommute direction at 780 involving an overturned vehicle. chp and fire crews are heading to the scene. no word if lanes are blocked but noncommute direction but you might see some spectator slowing westbound east 80 at 780. elsewhere accident on highway 1 southbound in pacifica right at devil's slide. lanes are still blocked as they get this out of the road. the good news, it is a noninjury wreck and hope to have it cleared within a few minutes. north of there a stalled vehicle on highway 1 north of manor. this one is blocking the right lane, it's limited visibility anyway along highway 1 and parts of 280. we'll have a look at antioch coming up but right now back to you guys. thank you. there is a big battle over where to put a new dog park in oakland and we'll go out to anne makovec and she explains the dueling plans that have set

[ laughter ] >> reporter: behind me here is astro park in oakland. it is on mcarthur and lakeshore and it is the proposed site for a brand-new half acre dog park. but look at the situation here right now. you can the sign, no dogs allowed in the park. oakland is not a very dog friendly city as it turns out in comparison to a lot of the other bay area cities. they only have 5 dog parks here compared to 17 in san francisco. so this has been a long time coming. they have been talking about building this dog park here at astro park. the commission -- the parks commission here gave preliminary approval for this park in december. right now it's just a lawn near a playground. the neighbors have been complaining they don't want the noise and hassle of a dog park in the area so they have put up a counterproposal for a park near the old police horse stables that is near children's fairyland. kind of in an oak grove out of

for two uc-berkeley alumni being detained in iran. shane bauer and josh fattal have been in custody since july 2009. iran accuses them of espionage and entering the country illegally and they face trial july 31. they contend they accidentally crossed the border while hiking. bauer's fiancee, sarah shourd, was allowed back to the u.s. for health reasons. today's events will go towards their legal costs. the cal state system is boosting tuition at the same time that it's raising the salaries for one of its presidents. yesterday, trustees approved a 12 tuition hike this fall. it takes effect this upcoming semester. they also voted to give the new president of san diego state a $100,000 pay raise. csu says the university needs to offer competitive salaries. uc students may have to pay

there so not as much sunshine as inland but a little bit of sunshine and at the coastline continuing to see those drizzly conditions and breezy conditions throughout the afternoon. certainly cool around the bay area and right now taking a look at this cloud cover. it's stretching far inland. not just the coast and bay seeing the cloud cover this morning. the reason for all this weather that's hanging tight is the low with cool breezy conditions. temperatures cool below average, palo alto topping out at 68 today and 66 as a high in san mateo. alameda topping out at 60, 73 for walnut creek, 76 in brentwood, and 70 is a high in livermore. in the north bay, similar to what we saw in the rest of the bay area. 60s and 70s. 63 for mill valley, 68 in san rafael, 73 in fairfield and 71 for both sonoma and for petaluma. now, our extended forecast

showing similar conditions for tomorrow. a little bit warmer for friday. and then we start to see that gradual warming through the weekend and into the start of next workweek. so we will see sunshine and temperatures in the mid to high 80s next week. that's a look at the forecast. gianna has the traffic. >> we are starting to see delays this morning as you work your way westbound highway 4 getting busy. pretty typical this time of the morning. not bad off the antioch bridge but slowing around hillcrest to loveridge, seeing some red. so speeds less than 25 miles per hour. a little busy as well through the altamont pass, though still holding steady westbound 580 from the altamont pass to 680. only about 16 minutes. but again, some speeds slightly slower than 40 miles per hour. roadwork to contend with north 680 near red gear. traffic a little too fast even, 71 miles per hour through there so take it easy. eastbound 80 at 780 an injury

the victim of a videotaped beating involving several l.a. police officers. a san francisco city leader is hoping to dismiss the case against a man who refused to pull up his baggy pants on a plane. about 70 people demanded that the case be dropped against deshon marmon who was arrested last month at sfo. they protested outside of city hall yesterday. the supervisor said she will also seek a formal apology oops airways. a house subcommittee holds a hearing on airport security. there have been more than 25,000 security breaches at u.s. airports since november 2001. the congressman who called the hearings says that number is stunningly high. but a tsa spokesman says it is a tiny fraction of 1% of all the billions of travelers who have been screened. all right. coming up, it is a u.s. against france today in the world cup. we are going to tell you how

area. this is perhaps the greatest international sporting event and this is an international city and i think people will come out and root for usa after their stunning victory over brazil on sunday. >> they are favored to beat france today, right? >> i'm sorry i couldn't hear that. >> my understanding is that the u.s. women are favored to win against france today, aren't they? >> yeah. i think so. i don't think actually -- i -- we don't want to jinx them but i don't think the usa has lost to france. >> talk about budgets all the time right now. how is the city managing to pay for something like this as cool as it is? >> well, we are doing it through partners. we have the support of a lot of fellow sister city agencies and some business groups and some labor organizations and some nonprofit organizations. you know, we like to say at rec and park that we can't do it alone anymore but with partners, we can pull off great free family-friendly events like this one. >> not a lot of good news coming from city hall lately so it's nice to see a nice fun
